eurotoll is an issuing company which has been authorised by the ASFA (Association des Sociétés Françaises d’Autoroutes et d'Ouvrages à Péage).
The new ETC offer
Concessionary company :
it defines the pricing policy; it provides the combination of services associated with the circulation on its network including the service areas and the secure car parks; it guarantees the maintenance of the network infrastructures in order to maintain an optimum level of comfort and security for its clients (ex: Sanef, SAPN, APRR, ASF...)
Issuing company :
it promotes the PIS PL tags making it possible to travel on the various different motorway networks managed by different motorway companies; it guarantees its clients an access to discounts from the motorway concessionary companies in total transparency; it issues a single invoice for each country, cashes the tolls and ensures their payment to the concessionary companies. It must be authorised by the ASFA (ex: eurotoll)
The development of electronic toll collection has led to separating the management of motorway concessions from management of electronic toll collection services. The concession is operated by the motorway company or operator, while the electronic toll service is managed by the issuer companies.
In France, contract issuing companies are authorised by a commission under the auspices of ASFA (Association des Sociétés Françaises d’Autoroutes et d'Ouvrages à Péage) for all motorway and toll structure concessions.
